I have a question, the boost of 3 skills to 100, its for each char that you create or, for the account?
There is any place to macro herding in safe?
What is the time that i can macro?

The boosts are per character.
Only safe place to macro herding would be to buy a house, and macro there.
Macro is allowed 24/7

You can macro all day, every day. There's no set macro times.
