Magery gains depends on Magery skill, not Evaluating Intelligence. You can raise Magery comfortably to 115 without an earth book, possibly higher. 150 casts isn't really that many either. Also, if you're only after Magery gains (and not, say, Meditation), I suggest you cast Summon Daemon and mana drain it instead - much faster than regaining mana through Meditation. Daemons are essentially mana batteries.

You're probably bugged. Page staff and have them lower your skill by one point, then raise it again. It's a known issue with boosted skills at times.
