Thieves, like all other classes, need consumables to PvP, unless you're just PKing people with down syndrome.
If someone else goes without consumables, they should suffer the same way that thieves do. For example, if a ranger of equal spec(Using ranger, since they have no way to heal without consumables) goes against a thief 1v1, the ranger will kill the thief before the poison kills the ranger, unless the thief uses potions. In the same regard, the ranger should have cure/heal fish, and some tamlas. If they don't, then sure, the thief can hide and let the poison tick. But from hiding, I have to come back out to repoison, and can't hide again for 10 seconds, which is the same cooldown as the heal fish. If you're playing this game without consumables, that doesn't prove that one class is OP, it just proves that you're not prepared, and aren't playing to your full potential.
A thief with just a poisoned bow and a few arrows is less of a threat than a mage with standard pvp inventory, as we don't have heal spells, self buffs, etc. Thieves, to be at their full potential, still need armor and prots. You're using the argument that it's harder to find some of the rare drop items, which significantly increase a classes power level than it is to get deadly poisons. Deadly poisons are what make the thief class function, like magery for a mage, or archery for a ranger. While they may be somewhat difficulty to obtain, it is still possible to get items from hunting which directly increase your ability to both hunt, and pvp. For a thief, that's not the case. Yes, a swift dev weapon will make us slightly better than a vendor bow, but it is far from the power level increase that the same weapon would give to a ranger, or the power increase an ebook(which has no chance to ever be lost) gives a mage.
Legendary monsters are not susceptible to poison at spec 4 with 146 poisoning, which is currently the highest on the server. As for PvP, they're only strong against people who don't choose to use consumables. Being able to cure poison twice every 10 seconds, from consumables, makes thieves far from OP, if you are a decent PvPer.
I don't disagree that some sort of scaling from gear would be a welcome change to thieves, but I also understand the amount of work that would be required to go into something like that. Perhaps that could be something looked at down the line, when Dreams has the time to invest in such a major project, but as it stands I feel that thieves are in a decent spot.
As for the interruptions while casting, that can be almost completely negated by the use of proper casting macros.
